Roadworks Update Week Beginning 16 April 2011

lotus_espritHere’s the roadworks and diversions update for this week. Main points include:

Croxteth Hall Lane will be closed during 16th / 17th April for essential tree maintenance. Local access will be maintained during the works.

Dale Street (Crosshall Street to Exchange Street East) - Resurfacing works are ongoing with closures taking place as follows:- Sunday 17th April 7.30am to 5pm, with  overnight closures between the hours of 7pm and 6am the following morning on 18th -21st April.

Appropriate diversion routes will be in place during the works and one-way systems in adjoining side roads will be suspended to allow access an egress.

Duct installation for electricity cables on Derby Road means 2-way traffic signals in the vicinity of Ensor Road from 7pm 15th April until 6am 18th April.

Resurfacing works on the inbound section of East Lancs Road at Back Gillmoss Lane will continue from 6pm 15th April through to 6am 18th April. Lane restrictions and restricted turns will be in operation.

During the weekend of 16th / 17th April, gas diversion works means 4-way temporary signals on Edge Lane at the junction with Holt Road and lane restrictions will be in place on Edge Lane in the vicinity of Botanic Place, to enable a duct crossing to be installed across the road.

Hale Road will be closed between Dunlop Road and Bailey’s Lane until 21st April.

Resurfacing works along Mount Pleasant commencing at 6.30pm 15th April until 6am 18th April means that the junctions with Clarence Street and Hope Place will be closed, except for access. This will then be followed with phased closures along Mount Pleasant and Oxford Street for the next 4 weeks.

Slot-cutting and the laying of road markings on Park Road as part of the new Tesco’s development will result in localised lane restrictions on Saturday 16th April. Removal of redundant lighting columns and the installation of 2 shared lighting columns and signal poles will be undertaken at the junction of Park Road / Ullet Road / Aigburth Road under lane restrictions on Sunday 17th April.

Queens Drive at the junction with Kremlin Road and Quarry Road will have lane restrictions in place on Saturday 16th April and Sunday 17th April, with Saturday seeing one lane closed and Sunday seeing two lanes closed. This is to enable essential water main replacement works.

Emergency carriageway repairs on the Queens Drive / Rice Lane flyover means the flyover will be closed during 17th April.

Emergency repairs to a 33kv electricity cable on Speke Road (between The Aerodrome and Banks Road) means inbound lane restrictions from 15th April for up to a week.

Roads Affected by Works
Allerton Road / Bus Lane Works / Castle Street / Croxteth Hall Lane / Dale Street / Derby Road / Deysbrook Lane & Barnfield Drive / East Lancashire Road / Edge Lane West / Garston Way / Hale Road / Hall Lane / Kensington / Mount Pleasant area / Mill Lane / Oakfield Road / Park Road / Princes Road / Queens Drive / Seeds Lane / Speke Road / Speke Boulevard / West Derby Street

Allerton Road
Between Green Lane and Queens Drive (Mossley Hill) works are underway to remove the planter along the central reservation with new paving and landscaping being provided in its place. During the 3 weeks remaining on this project city-bound traffic is unaffected, apart from an off-peak lane restriction near to the junction with Queens Drive until the 27th April, to install guardrail and street lighting in the central reservation. Outbound traffic will continue to be reduced from two lanes to one lane through the works.

Bus Lane Works
Bus lanes along the following routes will be re-marked during off-peak lane restrictions until the end of April: Rice Lane /County Road; Kensington / Prescot Road; and Wavertree Road / Picton Road.

Castle Street
Narrow lanes at the junction with Lord Street / James Street will be in place until May 2011 to facilitate the installation of duct crossings and kerbing / footway works.

Works are also ongoing between Cook Street and Lord Street under narrow lanes with the whole scheme expected to be completed in September 2011.

Croxteth Hall Lane
Essential tree maintenance during 16th / 17th April means Croxteth Hall Lane will be closed from Oak Lane to Deysbrook Lane. Access will be maintained during the works.

Dale Street
A number of small areas of footway works are outstanding and will be completed by 21st April. The cable fault at the junction with North John Street has been repaired and the paving is in the process of being reinstated. Localised lane restrictions may be utilised but two running lanes for traffic will be available at all times.

Resurfacing works on Dale Street are progressing well and will be completed under a full closure during the following times:- 7.30am to 5pm Sunday 17th April, and overnight between the hours of 7pm and 6am the following morning 18th -21st April.

Derby Road
D. T. Hughes will be installing ducts for a new electricity cable across Derby Road, from Ensor Street to Lodwick Street, over the weekend of 16th/17th April. Two-way temporary traffic signals will be utilised with traffic in a single lane through the works. The traffic management will be in place from 7pm on the evening of 15th April until 6am Monday 18th April.

Deysbrook Lane & Barnfield Drive
As part of the 275kv cable recovery scheme that AMEC are undertaking large excavations works will be ongoing at the following locations; Deysbrook Lane (in the vicinity of Tesco), until 20th May, with narrow lanes in place; and Barnfield Drive (Eaton Road junction), until 20th June, under temporary traffic signals. 

East Lancashire Road
Wrenco are undertaking works on behalf of Merseytravel to create a Park and Ride site and associated improvements to the junction with Back GIllmoss Lane. The second phase of the resurfacing works are expected to be undertaken over the weekend of 16th/17th April. Lane restrictions will be in place from 7pm on the Friday evening until 6am the following Monday morning. During the works certain movements will be restricted and local diversion routes will be in place.

Everton FC play Blackburn FC at Goodison Park tomorrow and Merseyside Police have therefore engaged with the clubs to advise that delays may be experienced by travelling fans. These works should originally have been carried out during the weekend of 1st to 4th April but due to contractual issues between Merseytravel and Wrenco, this phase of the works has been delayed until now.

Edge Lane West
Improvement works between Botanic Place and Hall Lane have commenced meaning that traffic will be reduced to a single lane running in both directions other than during morning peak, (7am to 9.30am) when two lanes will be open inbound. These restrictions will be in place for 12 months.

During the weekend of 16th / 17th April, gas diversion works in the outbound carriageway prior to the junction with Holt Road means that 4-way temporary traffic signals will again be used at the Edge Lane / Holt Road junction. A duct crossing across Edge Lane in the vicinity of Botanic Place will also be undertaken during this weekend utilising lane restrictions resulting in a single lane in each direction at this location.

Hale Road
Essential carriageway resurfacing works between the junctions of Dunlop Road and Bailey’s Lane mean Hale Road will continue to be closed until 21st April.

Hall Lane Strategic Gateway
The opening of the new section of road went ahead on Monday 21st March 2011.  Further works will now take place under lane closures at various locations about the scheme.

Kensington
Until June 2011 Kensington (from Holt Road to Gilead Street) will have a lane restriction in place to facilitate utility connections to the adjacent Gilead Street Phase 2 residential development. The lane restriction will only be in place when required during the hours of 6.30pm and 6am the following day Monday to Friday, with no daytime restrictions at the weekends. This means that Kensington will have a single inbound lane and two lanes outbound at this location, during the agreed trimes.

Mount Pleasant area
Kerbing and footway works are underway on Mount Pleasant in the vicinity of Benson Street and Upper Newington and will continue up towards Roscoe Street. These works are expected to be completed mid-May under narrow lanes but maintaining a two-way flow.

New kerbing and footway works are also ongoing until the end of April at the junction with Rodney Street and Clarence Street.

The resurfacing of Mount Pleasant will commence from 15th April under phased road closures as follows:-

Phase 1: Friday 15th April 2011 @18:30 to Monday 18th April 2011 @06:00.
Junctions of Mount Pleasant, Rodney Street and Clarence Street and Mount Pleasant, Hope Street and Oxford Street.

Phase 2: Monday 18th April 2011 for approximately 9 days.
Mount Pleasant between its westerly junction with Brownlow Hill to Rodney Street.

Phase 3: Upon completion of Phase 2 for approximately 9 days.
Mount Pleasant between its junctions with Rodney Street and Hope Street.

Phase 4: Upon completion of Phase 3 for approximately 7 days
Oxford Street between its junctions with Hope Street and Grove Street.
The traffic management proposals will be a road closure.

Signed diversion routes will be in place with local access to frontages being maintained where possible. Access to, and egress from the Mount Pleasant Car Park will be maintained throughout the duration of the works.

Mill Lane
Water mains refurbishment works will mean lane restrictions from Waldgrave Road to Lake Road until mid-June 2011.

Oakfield Road
Works to improve pedestrian safety on Oakfield Road, Anfield are ongoing. Narrow lane restrictions are in place and works are due to be completed by the end of April, 2011.

Park Road – New Tesco development
Junction improvement works at Park Road/Ullet Road/Aigburth Road are now substantially complete. The removal of redundant lighting columns and installation of 2 combined lighting / traffic signal columns will be undertaken around the junction on Sunday 17th April under lane restrictions.

Slot-cutting and road markings will be carried out on 16th April under localised lane restrictions between High Park Street and Melville Street. Any outstanding areas of work on Park Road will be undertaken off-peak with minimal traffic management impact.

Queens Drive
Queens Drive at the junction with Kremlin Road and Quarry Road will have lane restrictions in place on Saturday 16th April and Sunday 17th April, with Saturday seeing one lane closed and Sunday seeing two lanes closed. This is to enable essential water main replacement works.

Queens Drive / Rice Lane flyover
On Sunday 17th April for one day only, the Queens Drive flyover above the junction with Rice Lane / County Road, will be closed for Enterprise-Liverpool to carry out emergency road repairs and maintenance. Traffic on Queens Drive / Breeze Hill will be diverted around the roundabout below during these works.

Seeds Lane
A road closure is in place until 29th April to allow Sustrans to carry out repairs to the former railway bridge, which now carries the Liverpool Loop Line cycleway.

Speke Road
Due to a fault with the 33kv electricity cable on the inbound section of Speke Road, between The Aerodrome and Banks Road, Scottish Power need to replace the cable across the carriageway into the central reservation. A lane restriction will be in place inbound during the installation of ducting and whilst the jointing takes place in the central reservation, both an inbound and outbound lane restriction will be in place. Works commenced 15th April and will take around 7 days to complete.

Speke Boulevard / Speke Road / Garston Way
Enterprise-Liverpool will be undertaking verge maintenance works under an off-peak rolling lane closure utilising a crash-cushion vehicle from 19th / 20th April. These works will be coordinated with the Scottish Power works above to minimise disruption.

West Derby Street
A new customer gas connection will be undertaken by Fulcrum, on the inbound section of West Derby Street (between Grove St and Royal Liverpool Car Park) from 18th to 24th April. A nearside lane restriction will be in place to undertake works.
